Meet Our Founder: Melinda Gildart, CPA, MBA

GilFlo Consulting Services, LLC is the brainchild of Melinda Gildart, a financial expert with vast experience in the public and private sector, through her 25 years working with state and local governments, small businesses, school districts and non-profits.  Her knowledge extends through managing the finances of multi-billion dollar entities such as the City of Chicago, State of Illinois, State of Texas, US General Services Administration, Rush University Medical Center and Chicago Public Schools.  Leading large finance shops as well as working directly with small non-profits and mom and pop businesses, GCS is dedicated to helping organizations effectively navigate their financial challenges and optimize their financial results.

My Story

Melinda M. Gildart most recently served as the Deputy Division Director for the Financial Management Division at the Texas Department of Transportation. In this capacity, she managed various functions including Budget and Forecasting, Accounting and Reporting, Federal Funds and Project Accounting, Accounts Payable, Employee Payments, and Accounts Rece, alongside overseeing the Annual Financial Audit and Federal Single Audit. A Past Chair of the Government Finance Officer's Association's Accounting, Auditing and Financial Reporting Committee, Melinda has been integral to the development of best practices for states and local governments across the country. She is also a frequent contributor and collaborator to the Governmental Accounting Standards Board in regards to new and updated accounting standards. In previous roles, such as Controller for the Chicago Public Schools, (the third largest school district in the nation), Melinda directed the development of district-wide financial policies and managed accounting, finance, payroll, receivables, grants, and disbursements. Melinda also served as the Chief Financial Officer of the Manor Independent School District. With over 20 years of experience in governmental finance, she has held senior finance positions at various levels of government, including the City of Chicago and Illinois Finance Authority. Melinda holds a Bachelor of Science in Business Administration: Accounting, a Master of Business Administration (MBA) from Roosevelt University, and is a licensed Certified Public Accountant in Texas and Illinois.
